本部分不包括暗装式安装盒的要求；只包括对插座进行试验所必须的明装式安装盒的要求。
本部分也适用于与器具形成一体或安装在器具里或固定到器具上的装在电线组件中的插头和插座。
注2：与器具或设备形成一体的插座是由器具或设备形成其外壳的插座。
安装在器具或设备里的插座是一个安装或固定在器具或设备里的独立的插座。
另外，器具或设备用插座属于GB/T2099.2范围。
本部分不适用于：
——工业用插头插座和耦合器；
——器具耦合器；
——与熔断体、自动开关等组合在一起的固定式插座。
符合本部分的插头和固定式或移动式插座适合在通常不超过35'C 偶尔会达到40℃的环境温度中使用。
注3：符合本部分的插座仅适合于在安装方法和安装位置都不可能使插座周围的环境温度超过40℃的设备里使用。
在特殊条件的场所，如船上、车辆上及类似场所和可能发生爆炸等危险场所，可能要求特殊的结构。

【适用范围】GB/T38428的本部分规定了数据中心和电信中心机房安装的信息和通信技术（ICT）设备用直流插头插座的型式尺寸、结构、电气性能、机械性能等要求。
本部分适用于工类设备的、具有两个带电触头和接地触头的、额定功率不超过4.0kW、额定电压范围从直流240V到400V的插头和固定式插座。它们仅用于直流电的符合GB4943的信息和通信技术设备及产品。
根据本部分，仅当直流电压配电系统符合下述要求时，数据中心的普通人员可使用电器附件：
——(380士20)V设备，无备用电池和电压调节系统。
——电压范围为240V至400V的380V设备．带有备用电池（不能保证其电压调整）。
——正常操作期间，每个带电导线与接地之间的电压值不超过200Vd.c。
——具有2个非正常电压范围（持续时间低于10min):
• 260V~294V;
• >400V~410V。
根据本部分，不需要对附件进行维护。
本部分范围内的插头和插座适用于已经实施了下述保护的电路：
——基本保护；
——过电流保护（基于每个插座最高电流不超过16A);
——故障保护（间接接触保护）；
和 ——额外的保护。
本部分不包括暗装式安装盒的要求，只包括对插座进行试验所需的明装式安装盒的要求。注i｛对安装盒的通用要求由GB/T17466给出。
本部分也适用于：
——装在电线组件中的插头；
——固定在墙上或机架上的、用于数据中心的延长线插座中的插头和插座；

——作为组件的一个部件的插座，在有关组件标准上另有说明者除外。
本部分不适用于：
——一位或多位移动插座；
